The Envelope-Designer Activation Code VST plugin version 1.0.14 will include a setup file, which contains the presets for the plugin.
In the settings window there are the following sliders for the attack and release times. The control signal for the transient component is generated automatically, depending on the difference between the envelope-followers with fast and slow attack.
The control signal for the release component is generated automatically, depending on the difference between the envelope-followers with slow and fast release.

Finally I found an improved VST plugin for the chirp analysis. Maybe the idea will be interesting for other similar setups.
If you download and compile the chirp plugin you will find 3 reaonnable plugins in the vstformats folder:

Plugin 3: Envelope-decay.vst
If you combine Plugin 1 and 2 you will obtain the plugin that can do exactly what I described above. It will calculate the transient,
the sutained, and the release of the chirp and display the different waveforms in 3 different color bands. The plugin has a gui for the adjustment of the transient, the sutained, and the release time and the color bands. Here is an example how the vst plugins look:

You can use the envelope-designer to change the amount of transients in the signal before going to threshold detection.

In this example we use a VST-pluging to create 2 Multiplying Amplifier Envelope-Followers with different Attack, Release, Sustain and Envelope Times:

The difference between these 2 envelopes is used to create the control-signal, which is fed to the threshold detector. Since the threshold control signal contains significant parts only at transient phases, the signal after the threshold calculation will only contain a sustained signal.
Threshold Release-Filter:
The nonlinear release-filter will extract any sustained signal from the signal after the threshold and only amplify parts of the sustained signal, when the threshold control-signal is high.
Do listen to the example-wav file for the difference between this and a linear release filter.

The envelope-designer plugin generates two envelope-followers for either the sustained or the transient part of a signal. The envelopes consist of a shaped step function and therefore have a steep attack and a smooth decay.
The envelope-designer plugin is designed to work with a signal consisting of either transients or sustained portions.
The plugin uses Audio Units AKA AUv3 for generating two envelope-followers.
There are two output levels, which are both connected to the main out of a jack-input. A control signal is generated in the main out for each envelope follower.
The plugin is supported via a git-repo. The source-code of this plugin as well as the discussion is available on the git-repo of the plugin.
Recommendation:
Use the envelope-designer to separate the transient component of a signal from a sustained component.

A:

There is no built in VSTi that is for this kind of thing.
One approach is to use a notch filter to filter out the sine component of your signal in the transient (delta) and the sustained region.
An example of this would be the notch filter symbol (I found it in the lab)

That should get you the envelope of your transient (in the transient bandpass).
For envelope and envelope follower, google for them.
Then, create your own envelope follower, however, this one needs an envelope generator to work.
Keep in mind that in order to get a good and accurate envelope follower, it has to be a high quality envelope follower.

Karate competitions at the 2019 Pan American Games in Lima, Peru, was held from August 11 to 17 at the Piura Velodrome and the Mini Velodrome (now known as Velodrome Expo Ginebra). Karate was a demonstration sport but had the status of an official event.

What’s New In Envelope-Designer?

‚Averaging‘ with coeffecient of -100, forces the envelope follower to follow the input signal with 100% amplitude.
The attack-time is reduced. More exactly, it is reduced by 20% (= 1.2).
The release-time is increased by the same amount.
The signal output of the envelope follower is multiplied with the input signal. Now we have the ‚transient‘ component of the input signal.
The ‚transient‘ signal is now added to the output of the envelope follower. This yields the envelope, which now has a sutained component.
The sum of the envelope follower’s output and the ‚transient‘ output is multiplied with a coefficient of -2. Now we have extracted the sutained component. The result is stored in the input buffer (which is currently a simple high-pass filter).
Now we have adjusted the transient and the release component seperately.

How to configure the Envelope Design-Plugin
The Envelope Designer has 3 different modes of operation:

Sustained-Release
Sustained-Attack
Transient-Release

The channel settings have some parameters:

Release time
Amplitude

All parameters can be changed with the Display-Controller (F1).
Let’s go through the main parameters:

Attack Time
The ‚Attack time‘ defines how much the envelope-generator will apply on the input signal. The faster the attack time, the more the envelope generator will be in transient state, and the more the signal will be reduced in amplitude. When there are no transient signals, the output signal should be the same as the input signal. To make it clear:

With the default settings the amplitude of the output signal equals the amplitude of the input signal.

With Attack time=1/10 s the envelope-generator will be in transient state for 1/10 of the length of the input signal.

The output of the Envelope Generator is not the same as the input signal, it is just reduced.

What ‚Attack Time‘ exactly means? To understand this, let’s consider the following toy-example:

We have a signal s(t) = sin(0.1t).
s(t) has a maximum value of 1 when t=0 and a minimum of 0 when t=2π.
