Nearly one in three secondary school pupils is not included in school and more are being suspended and excluded, according to new data from a study for the Department for Education (DfE).

The study, measuring the numbers and outcomes of pupils excluded or suspended from school, published today, also reveals that one in 20 remain excluded from school at age 16, after more than a year, and that one in four secondary school pupils were excluded at age 14, two years earlier than a decade ago.

In recent years DfE has acknowledged that the share of excluded pupils has increased since the mid-2000s, as the Government began to focus on tackling truancy, and reported that at age 16, 3.2 per cent of pupils were excluded and at age 18, 4.1 per cent were excluded.

The Government has recently emphasised that the number of pupils excluded from school at age 16 is expected to fall, to 2.8 per cent by 2020, with 1.8 per cent of pupils being excluded at age 18.

The study by the Institute for Education based on data from the Department for Education and the Department for Health and the Department for Children, which used information from secondary schools and local authorities, looked at pupil records on exclusion and suspension between 2010-12 and 2014-16.

The researchers found:

A fall in overall exclusions from 1.3 per cent to 0.8 per cent.

A fall in overall suspensions from 0.5 per cent to 0.4 per cent.

That one in six exclusions at age 14 (2 per cent) was from early starting school or within one term of starting school.

An increase in exclusions of 16 and 17-year-old girls and boys from 0.7 per cent in 2010-12 to 0.9 per cent in 2014-16.

Evidence that the fall in overall exclusions has also been affected by the increasing focus on those with special educational needs.
